In British Columbia, gambling is legal only when the provincial government runs it. BCLC, a Crown corporation, runs all commercial gambling, online included. PlayNow.com, run by BCLC, is the only legal online gambling site in B.C. The minimum gambling age in BC is 19, for casinos and online gambling.
Since April 13, 2026, the provincial gambling regulator has been the Independent Gambling Control Office, or IGCO. BCLC's February 2026 service plan assumes the online market stays closed, and no licensed private online market has been announced for BC.

Grand Villa in Burnaby and Starlight in New Westminster offer complimentary parking: a parkade to the front door plus outdoor lots. Starlight adds RV parking on request. Parq charges $5 an hour before 5 PM on non-event days, with a $20 daily maximum from 5 AM to 5 PM. Its self-parking runs 24 hours a day and is paid by plate. Elements, Hastings, Great Canadian Casino Vancouver and Cascades Casino Delta do not publish parking terms.
River Rock Casino Resort in Richmond sits about 150 m from Bridgeport Station on the Canada Line, measured in a straight line. Parq publishes two distances: 850 m to Stadium-Chinatown Station and 800 m to Yaletown-Roundhouse Station. Cascades Casino Langley stands next to the Langley Centre bus exchange, with Bays 1 to 7 about 130 to 190 m away. Routes 320, 501, 502 and 503 run from there to Surrey Central Station.

Elements Casino Surrey, up close
Elements Casino Surrey is at 17755 60 Ave, Surrey, BC V3S 1V3, phone 604-576-9141. The casino operates in the grandstand of the former Fraser Downs racetrack and opened in November 2005. Live harness racing ended on August 15, 2025, when the City of Surrey ended the track lease.
It is open Monday to Thursday 10 AM to 4 AM, and 24 hours Friday to Sunday. Live tables run Sunday to Thursday 10 AM to 1 AM, and Friday and Saturday 10 AM to 3 AM. Holiday hours should be checked on the venue's own site.
On the floor are over 500 slots and e-tables and 10 live table games; there is no poker room. Entry is 19+ with government-issued photo ID, scanned against GameBreak and restricted lists and not retained. As of October 7, 2026, Great Canadian Entertainment still runs the casino. Its sale to SE-MI-AH-MU Development Corporation of the Semiahmoo First Nation, agreed March 9, 2026, needs approval from regulators and the City of Surrey.

Some of them are years old. The Cascades Casino Langley and River Rock photos were taken in 2006, and the Parq photo in October 2017. The Elements photo dates from July 2016, when the building was still called Elements Racetrack & Casino. Signs, colours and entrances may have changed since.
